According to the french caption these are "competition mudguards" circa 1912.
I could see where this would prevent mud from sticking to the tire wall....but it still looks rather experimental!

A small period advertisement for sale on ebay Italy.
Memini carburetors are often found on prewar Alfa Romeos, hence the advertiser mentioning all the races won with their product. The Italian GP of 1925 at Monza was won by an Alfa Romeo P2.
